It'll cost contractors more to block traffic:

city wants to encourage keeping major thoroughfares clear

Private contractors will have to pay higher fees if they require permits to block traffic on major thoroughfares during daytime hours. The City Commission already voted to restrict hours of permits for blocking the right-of-way to non-commuting hours. Now, the Commission has amended their action to include higher fees for blocking traffic lanes between 10 am and 3:30 pm. By nearly doubling the fees, the Commission is hoping to encourage contractors to work from minor streets or during night-time hours to better manage traffic flow on major roads.
 
Roadways impacted include: Alton Road, 5th Street, West Avenue, 16th Street, Collins Avenue, 17th Street, Indian Creek, Dade Boulevard, Pine Tree/La Gorce Drive, 41 Street, Abbott Avenue/Harding Avenue, 71st Street, Washington Avenue, and 63rd Street.
