North beach detox center moving to court?:

planning board upholds decision to deny center in normandy isles

The Planning Board voted 5-2 this week to uphold Planning Director Tom Mooney’s ruling that a proposed detox center for North Beach did not meet the City’s definition of an ACLF (Adult Congregate Living Facility) and therefore was not eligible to be located in the Normandy Isles neighborhood. Normandy Living LLC acquired properties at 1904 Marseille Drive, 7100 Rue Granville, and 1950 Normandy Drive with the intent of building a facility for drug and alcohol detoxification.
 
Normandy Living may appeal the decision to Circuit Court and, if overturned, would then come back to the Planning Board for a conditional use permit. If the company prevails in being designated as an ACLF, it will face more opposition based on the size of the facility with a proposed 50 beds. ACLF’s are described in City Code as having 6-16 beds.
